 1.0 Introduction

Tenders are invited for the design and implementation of a marketing and PR campaign to create awareness of the Black Country Growth Opportunities Local Delivery (GOLD) programme with eligible businesses across the four Black Country local authority areas of Wolverhampton, Dudley, Sandwell and Walsall.

2.0 Description of BC GOLD

The BC GOLD programme offers a comprehensive package of business development support to eligible businesses; the programme is targeted at the sectors of:


  • Advanced Manufacturing
  • Business Services
  • Building Technologies
  • Environmental Technologies
  • Transport Technologies


The Black Country GOLD programme aims to help businesses grow; it is administered on behalf of the Black Country GOLD Management Group by Wolverhampton City Council’s Economic Investment Team. It is being led by Dudley MBC, Sandwell MBC, Walsall Council and Wolverhampton City Council, with funding provided from the European Regional Development Fund (ERDF).

The support that the BC GOLD programme provides to businesses includes:

  • Detailed one to one support to assist businesses to develop a Growth Plan that identifies opportunities for business development and solutions to overcome barriers to growth, local authority Case Officers work with businesses to develop the Growth Plan.
  • Tailored seminars that develop the knowledge and expertise of business managers and owners on developing strategies for growth, managing change and financing business development.
  •  Financial assistance in the form of match funded capital and revenue grants of up to £16,000

To date over 100 businesses have submitted Expressions of Interest, 27 businesses have been awarded grants totalling £232,171, the total budget available is £820,000. The BC GOLD scheme runs until June 2015, it is likely that the final submission of applications will be in March 2015. To achieve the target outputs there is a need to increase the number of Expressions of Interest that are submitted which lead to full application.

3.0 The Requirements


Respondents must develop and implement a marketing and PR campaign that effectively raises awareness of the BC GOLD programme with eligible businesses across the Black Country.  The exact nature of the campaign will be shaped by the creativity of respondents but must be consistent with the BC GOLD web pages and the design already in use for BC GOLD publicity material. Elements that should be considered for inclusion in the campaign are:

  •  Development of case studies based on success stories and compilation of press releases based on these.
  •  Development and distribution of an electronic newsletter to businesses that are in the BC GOLD pipeline
  • Use of social media to increase and maintain engagement of businesses with the programme and to highlight project milestones such as deadlines for application submission and good news stories.


4.0 Specification

  • Applicants should be able to demonstrate a successful track record in design and implementation of marketing and PR campaigns aimed at the business sector.
  •  Applicants must provide a headline project plan detailing activities that will be undertaken.
  •  Applicants should provide details of the staff that will be involved in the delivery of this project, their time commitment to the project and daily rates.
  •  Applicants will be required to attend monthly review meetings and provide updates to the Project Steering Group
  •  Applicants will be required to provide evidence of the effectiveness of the campaign at the monthly review meetings and to the Project Steering Group.
  •  Applicants should be able to demonstrate experience of delivering marketing and PR campaigns on behalf of public sector organisations.
  •  Experience in delivery of marketing and PR to support EU funded projects is desirable.
  •  Any designs created for the project will be property of Wolverhampton City Council.

 5.0 Time Scales

  • Deadline for submission of tenders is 5 p.m. on 12th September


  • Applicants will be notified of the outcome of the assessment of tenders’ week commencing 22nd September.


  • The contract will run from 1st October 2014 to 31st January 2015


6.0 Evaluation Criteria


The following areas are the key criteria on which the Contractor’s submission will be assessed:

7.0 Budget


A budget of up to £10,000 is available to undertake this programme of activity.


The budget is inclusive of travelling expenses and any other costs associated to fulfilment of the commission.


Wolverhampton Council reserves the right to hold interviews in order to clarify written submissions should this be deemed necessary.



8.0 Submission of Proposals


An electronic proposal should be submitted to outlining how the requirements and specification are fulfilled no later than 5.00 pm on 12th September 2014.
